    The Ministry of Climate Change and Environment of the UAE, the EU GCC Clean Energy Technology Network and the University of Birmingham in partnership with the Heriot-Watt University organise a two days EU -GCC event on Clean Cooling – the new “Frontier Market” for UAE and the GCC region , on 9-10 April in Dubai, UAE. 

    Context

    Two-thirds of UAE energy in the summer months is consumed by air-conditioning; at peak temperatures, this can rise to 95%. Across the Gulf, cooling represents a yearly fuel opportunity cost of roughly US$20 billion. But meeting the projected cooling demand growth in the GCC over the next 12 years is projected to cost approximately US$100 billion in new cooling capacity and over US$120 billion in new power capacity if existing pattern of technology deployment are maintained. Without intervention, reports predict Saudi Arabia could within the next decade be consuming more oil to drive air conditioning than it exports.

    Cooling loads are not just buildings and electricity.  In hot climates, air conditioning in public vehicles will consume more than 40% of a bus’ fuel. This energy demand is a major challenge for electric buses. Refrigerated trailers are cooled by a secondary diesel engine (transport refrigeration unit) that can emit up to six times as much nitrogen oxides (NOx) and 29 times as much particulate matter (PM) as the propulsion unit. As with air conditioning, demand for transport refrigeration is forecast to soar. The global cold chain market alone is projected to grow to $270Bn by 2022 (currently $190Bn) with the greatest increase in demand coming from the Middle East, as well as the rapid expansion in emerging markets such as China, India, and Brazil. In UAE, 80% of food is imported through global logistics chains.

    We don’t however simply need more efficient air-conditioners and fridges or transport refrigeration units; we need new integrated, system-level approaches to cooling, understanding the size and location of the multiple thermal, waste and wrong-time energy resources available and the novel energy vectors, thermal stores and the novel, clean cooling technologies appropriate for the societal, climate, and infrastructure context.

    Workshop objectives

    To develop new ideas and methods to address the cooling challenges of the region,  this “clean cooling” workshop is organised with in-country partners and key stakeholders (government, industry, energy users, academia and government) from the UAE, the GCC and the EU to better understand the opportunities linked to integrated, low-carbon, low emissions cooling systems and how to accelerate their deployment.  Findings and recommendations will help shape thinking in-country as well as feed into the first ever International Clean Cooling Congress to be held at the University of Birmingham in April (18th and 19th).

    The workshop intends to provide an overview of relevant best practices and technologies from the EU and the UAE/GCC.  The aim is to use the workshop as a catalyst to create dialogue and new EU GCC academic and industry collaborations to share knowledge; build capacity, underpin and galvanise novel “clean cooling” technology demonstration and advancement opportunities around the local and global challenge of sustainable cooling. In so doing, it will build on existing leadership and expertise in energy and specifically cooling across the two markets (UAE/GCC and EU) at a unique time where delivering clean, sustainable cooling is being recognised globally as key to our energy and environmental challenges.

    To stimulate the discussion, experts will present novel system level thinking as well as examples of a radical novel technologies for meeting both built environment and transport cooling demands.

    Our objectives from the event would include clear recommendations and next steps to

    • develop new sustainable, integrated system approaches to cooling (built environment but also the major demand of cooling in transport);
    • demonstrate and integrate emerging and existing technologies;
    • deliver solutions into the region;
    • identify and develop new technologies for local markets and global application.

    Iran is aiming to boost its renewables sector. The current installed capacity of 240 MW is planned to increase to 5,000 MW by the end of 2020.     Saudi Arabia is planning a national program to optimise water and energy consumption, and intends to reduce subsidies for fuel, power and water. Major restructuring of the kingdom’s energy and water sectors will take place as part of the Saudi vision 2030. The drive towards energy efficiency provides the perfect impetus to retrofit buildings of all types to improve energy and water efficiency.

    Saudi Arabia aims to reduce electricity and water subsidies by 200 billion riyals ($53 billion) and reduce non-oil subsidies by 20% by 2020. Peak electricity load in Saudi Arabia has been rising by 7% every year. It is projected to increase by 32% by 2020, and more than double by 2032 and the total investment needed to meet this demand may exceed (US$90 billion). While the increase needs to be catered to, there is an opportunity for collaboration between government, private sector and solution providers to reduce energy by applying smart building standards, retrofitting existing building to balance the energy mix.

    His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council, launched the Dubai Green Mobility Initiative as part of the Dubai Clean Energy Strategy 2050, which aims to transform Dubai into a sustainable and clean city by 2025 by implementing standards, guidelines, facilities, incentives. The Ministry of Energy and key transportation and utility stakeholders are collaborating on policy, projects, initiatives and plans for investment to implement electric vehicle (EV) use. Electric Vehicles UAE will support the introduction of EV infrastructure and facilities, regulations, standardizations and mandates.

    Roads and Transport Authority (RTA) have invested in 300 hybrid taxis which represents 6% of the total taxi fleet. They are working to convert 50% of the taxi fleet to hybrid cars by 2021. DEWA have already implemented 100 electric-car charging stations in Dubai (budget allocated AED 10 million). A mandate has been issued that 10 % of the government investment in new vehicles will be electric and hybrid cars by 2020. Dubai Supreme Council of Energy and DEWA are already increasing this percentage. The UAE Presidents office has launched the ‘EV Accelerator Initiative’ to remove the barriers associated with introduction of EV in the UAE. The CEO of Masdar announced that the UAE is investing $15 Billion in Clean Energy Company to create a “Silicon Valley of Cleantech”. Members of the Dubai Green Mobility Initiative Committee implemented by His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai – DEWA, RTA, Dubai Municipality, DSCE, ESMA – should attend the event.

    Electric Vehicles UAE will provide a platform for the government authorities, consultants, owners and developers, transport experts, international and regional organisations, researchers, universities and EV technology providers to share intelligence related to new regulations. The event will discuss the promotion of the use of EV through incentives, new infrastructures to support the transition a clean and sustainable city and to match Dubai Clean Energy Strategy 2050 goals.     Based in North Africa, Morocco is a small country but a giant in CSP. Unlike other MENA countries that possess plentiful resources, 95% energy needs to be imported from other countries—a critical national security problem and a large spending for Moroccan government. In order to achieve less relying on energy importation, the government is accelerating its renewable energy target, saying 42% electricity will be produced from renewables by 2020, and more than half by 2030. Currently, the world’s biggest NOOR Ouarzazate Solar Complex has witnessed the rapid development of CSP in this country. NOORo I project, a 160 MW PT plant was in operational successfully last year, another 200 MW PT plant—NOORo II—and a 150 MW Solar Tower plant—NOORo III—are under construction, both are expected to be commissioning next year. Besides, NOOR Midelt, a hybrid solar PV and CSP complex is under development, it is said that at least 150 MW CSP will be deployed for each project.

    The EU GCC Clean Energy Network II (CENII) in cooperation with The Petroleum Institute (PI) are organizing the Joint Meeting for the CENII Working Groups (WGs) on Carbon Capture and Storage (WG5) and on Clean Gas (WG3) on the 8th November, 2016, in Abu Dhabi, UAE.

    The CENII WG meetings on November 8 will gather industry, policy as well as research experts from the EU and the GCC to present current status and policies, best practices and technologies in the respective fields as well as to discuss on prospects and pathways to advance EU –GCC cooperation, through the Network activities. Moreover, through the invited presentations, the panel discussions and the experts’ brainstorming, the CENII team will acquire valuable information to elaborate and finetune the WGs’ workplan for the following period.

    Engaging the Private Sector to Contribute to Climate Change Mitigation Regional Workshop for Africa and the Arab States.

    Recognizing the importance of the role of the private sector in the transition to low-emission development,

    UNDP’s Low Emission Capacity Building (LECB) Programme will organize the third regional dialogues workshop on private sector engagement. The workshop will take place in collaboration with the government of Ghana and the Ghana Investment Promotion Centre (GIPC).

    The workshop will bring together government and private sector representatives from nine national LECB projects in the region (DRC, Egypt, Ghana, Kenya, Lebanon, Morocco, Tanzania, Uganda, and Zambia), as well as technical experts, financial institutions, donors, and development partners that are supporting NAMA design.

    The workshop objectives are to: 1) initiate a public-private dialogue on stimulating the involvement of the private sector in climate change mitigation; 2) discuss private sector experiences in mitigation activities and NAMAs; 3) engage in discussion on innovative approaches to support mitigation activities and NAMAs; and 4) exchange lessons learned on improving market conditions to enhance private investment.

    Jordan has made impressive progresses in implementing its national renewable energy strategy, which is underpinned by a supportive regulatory framework, a defined project pipeline and funding assistance from the GCC countries. In 2012, the government introduced regulations paving the way for solar net-metering, under which Jordanians can sell electricity produced by solar energy at a rate of 125 fils per kilowatt hour ($A0.22kw/h). By the end of February 2015, the Ministry of Energy and Mineral Resources received wind project proposals of round one of the tender with a total capacity of about 250MW and solar projects of the second round, with a total capacity of 200MW.

    2014 saw Egypt launch an ambitious program to procure 12,000 megawatts (MW) of renewable energy capacity by 2020 – the largest renewable energy target in the Middle East and North Africa (MENA) region, after Saudi Arabia. On 20 October 2014, the Egyptian government issued a request for qualification to participate in the initial procurement round of its freshly issued feed-in tariff program for renewable energy. Soon after the passing of the 26 November 2014 deadline to submit qualification requests, reports suggested that the Egyptian Electricity Transmission Company (EETC), Egypt’s renewable energy procurement arm, had received 177 submissions. And so, as the year-end approached market participants wondered how long EETC would take to process submissions and announce results.

    However, Egypt surprised market participants by releasing in the first week of January 2015 its shortlist of 110 qualified applicants for 13 small-to-medium scale solar photovoltaic facilities (i.e. up to 20MW), 69 large-scale solar photovoltaic facilities (20-50MW) and 28 wind facilities ranging from 20 to 50MW.     Saudi Arabia aims to become the world’s foremost market for renewable energy with an aggressive investment budget of $109 billion. By 2032, the country strives to generate as much as a third  of the  Kingdom’s  energy demands  using renewable  energy (54  GW). Following the publicity surrounding the country’s major investment drive, King Abdullah City for Atomic and Renewable Energy (KACARE) released a series of documents detailing the revised National Energy Plan. In addition to the 41 GW of solar power, 25 GW of CSP and 16 GW of PV, the Kingdom is aiming to generate 18 GW of nuclear energy, 3 GW of waste to energy, 1 GW of geothermal and an additional 9 GW of wind power, specifically for water desalination plants.
